The task was to develop an Intranet to serve the U.S. Army Corps of Engineers, Philadelphia District. The first phase of the project was to understand user needs, existing data resources, data users, and what additional data would support the District's future needs. With that information we built a system for users of varying GIS skills, interests, and needs for data.
