The Los Angeles Community Development Bank (LACDB) is tasked with managing loans given in enterprise zones. In order to qualify for these loans, businesses must be located in or near an enterprise zone or in a poverty area, and 51 percent of all employees must live in an empowerment zone. Therefore, the ability to rapidly determine the eligibility status of many businesses can be a major management problem. The loan eligibility application was developed by Psomas with ArcView GIS and Microsoft Excel. This paper will focus on the system design and integration of a multitude of data sets used to derive loan eligibility for the LACDB.
