The San Francsico County Transportation Authority undertook the Citywide Mobility Study to develop user-based multimodal performance measures that can be used to assess the performance of San Francisco's transportation system. Focus groups and a telephone survey were used to identify key concerns of users when traveling by transit, auto, bicycle, or on foot. Data relevant to these concerns was collected and processed to become performance measures. These performance measures provide input into transportation policy and investment decisions.
