Developing an Opportunity Surface Model of Crime

This paper presents a demonstration project on the use of ArcView Spatial Analyst to create an opportunity surface of crime. The opportunity surface is created by mapping data demonstrated through the rational choice perspective and routine activities theory to present likely and unlikely targets for crime, given level of effort, risk of detection, and potential rewards. These data sources are derived from crime and other geocoded data in one neighborhood and are mapped in layers to create a three-dimensional friction surface whereby areas of high opportunity may be identified as potential places for displacement or diffusion of crime following an intervention.
