GIS has been used in the local authority environment in the City of Cape Town, South Africa, from the late 1970s with varying success. This paper describes the historical GIS development in the City, discusses problems that have arisen during this implementation, and describes how these problems may be addressed at the local authority using modern GIS technology. This solution is proposed as a possible model for GIS implementation for South African local authorities.
