Esri has provided users with a large array of software packages that have strengths ranging from geoprocessing, application development, ease of use, and data automation to cartography and map production, spatial data serving, integration with RDBMSs, and Internet services. This has fostered the use of many software products that become expensive to maintain and difficult to use. ArcInfo 8 enables an organization to provide the services listed above within the framework of a consistent development environment. This paper will discuss the use of Process Models, Functional Hierarchy Diagrams, and Entity Relationship Diagrams in the planning, analysis and design for developing an enterprisewide GIS to be deployed 110 DEP users at one main office, four regional offices, and the public using ArcInfo 8.
