Management of Marine Resources, Development of Boundaries and Offshore Leases

Developing a marine cadastre can be a daunting exercise. This presentation will focus on a GIS vision for supporting the complexities of establishing and managing boundaries and leases offshore. Topics of discussion include building a survey aware cadastral network, fixed and ambulatory data, building reproducible solutions and supporting planar, geodesic and loxodrome calculations. Applied methods will be taken from applications developed for the Bureau of Ocean Energy Management focused on supporting lease mapping and boundary services on the outer continental shelf. Applications range from the creation and management of official protraction diagrams, lease maps, lease blocks, block sub-areas, baselines and boundaries with the goal of expediting workflows and improving knowledge transfer in addressing new energy initiatives by the government.
