Abstract
Private University--Government Cooperation Using GIS as a Bridge Track: Community Projects and Partnerships Author(s): William Harris, Scott Barnes The University of St. Thomas and the Buffalo Bayou Partnership (an intergovernmental organization with funding from Harris County and the City of Houston, TX) have formed a strategic alliance to promote "wise-use" development of the areas surrounding the Buffalo Bayou. The Buffalo Bayou flows through the heart of Houston, TX, and is impacted by many surrounding activites. To facilitate the relationship between the University and the Partnership, GIS has served as a bridge between the organizations.Using GIS and GPS, the two organizations have been able to exchange information, discuss research and development projects, perform analyses, and plan for future research programs. The creation of new map and data files and the ability to quickly transfer these using the Internet has served a synergistic function, greatly enhancing what both organizations would have been able to accomplish alone. Although GIS does not define the relationship, it is greatly enhanced by it.
