The Delaware Department of Transportation (DELDOT) is currently studying ways to increase the carrying capacity of their highways without initiating new construction. Gannett Fleming has been supporting DELDOT's efforts by using GIS as a decision support tool. This has included the creation of large format hard-copy maps, the initiation of complex spatial analyses, and the development of critical GIS data. This paper will look at the variety of ways GIS can help transportation officials inform, educate, and build consensus among concerned citizens, private business, and government agencies.
