A Subarea Allocation Model (SAM) has been developed to forecast residences, employment, and special population groups by 1,500+ traffic analysis zones (TAZs) for the Phoenix metropolitan area. The TAZ forecasts for 2000-2020 are currently used by the Maricopa Association of Governments to prepare regional transportation, environmental, and human services plans. SAM can also be used to design and evaluate alternative land use scenarios. Planners can interactively alter land use polygons and assess the impact on the jobs/housing balance, infill, and urban form. Real-world applications of SAM as a forecasting and land use scenario assessment tool will be described.
