Countywide cadastral GISs are becoming increasingly popular as foundations for local government GIS projects. GIS and related technologies have made it economically feasible to convert older systems into accurate base layers. Many agencies now are migrating to GIS from traditional parcel maps stored as unrectified CAD files or hard-copy plots. Baldwin County, Alabama, and 3001, Inc., have developed a comprehensive cadastral GIS. They now are helping local government agencies integrate parcel data into their own GIS work flows. Baldwin County maintains its cadastral GIS in ArcInfo LIBRARIAN using NovaLIS's Parcel Editor software. Data is distributed to local agenices and the public using a customized ArcView GIS application developed by Baldwin County staff.
