Toward the Next Level of GIS for Emergency Management (EMMA)

The Emergency Management Mapping Application (EMMA) is an enterprise system designed as a full geographic component of an emergency management system. EMMA contains a modular interface application designed for both expansion and transportability. The application's considerable functionality includes the ability to incorporate multiple mapservices of both ArcIMS and OGC formats. EMMA can quickly generate spatial reports, enter incident spatial data, and share functionality via Web Services. An administration section of the application is used to configure the application and update incident data. EMMA utilizes ArcIMS for image processing and SDE for data storage. EMMA has functionality for creating/updating real-time GIS data of varying formats, utilizing multiple methods. Built to integrate with a growing list of COTS EM software and with several emerging standards, EMMA also handles multiple levels of security. Using server side programming, the interfaces are lightweight and allow data sources to be secure.
