Such efforts are driven by a mixed bag of international advocacy and country-level project management demands. While interorganizational collaboration is at most voluntary, this paper suggests a number of methods for standardizing what data is collected, its recording format, and potential analyses. The paper discusses the use of GIS as a powerful consensus building and public information tool that supports definition of needs, allocating resources, and measuring progress.
