AbstractBreaking Through the Personal/Personnel Issues Track: Electric and Gas Author(s): Charles L Rogers Over the past 20 years, the technical issues associated with the implementation of GIS have been overwhelming. Many utilities have spent tens of millions of dollars trying to implement a technology that was probably not mature enough for any but the most stubborn, hardy, and well-funded projects. Over the last five years, the climate has changed dramatically. Now, GIS systems can be implemented in very short times for a fraction of the previous cost. However, the people issues haven't changed. The user community rarely profits from the implementation of new technologies. In fact, it is common for users to be expected to do more work than before, while, at the same time, learning how to use a completely foreign tool. All this occurs while users fear that theirs will be the jobs eliminated to justify this expense. And what of the more experienced users? Now, they can be threatened by the young apprentice, who is more adept at the new technology than the older user. This paper will explore the ways that users can be a part of the project, from justification to production, for a successful project implementation.
