Tactical Planning of GIS Application Development Projects

This paper helps guide management of GIS application development efforts and suggests considerations for the management of the possible financial and political risks inherent in such projects. This paper differentiates tactical implementation considerations and structures from strategic ones and outlines a tactical approach to GIS application implementation planning.
Tactical planning of GIS application development must tactically consider the primary risk factors along three parallel themes inherent to the project time line.
- Changes in functional specifications
- Changes and additions to data requirements
- Organizational transitions
This paper provides the tactical planning fundamentals to help mitigate the above risk factors.
