AbstractU.S. Army WSMR Implements Nobility EM System for National Environmental Policy Act (NEPA) Compliance Track: Defense and Intelligence Author(s): Heather Alexander, Stacy Bellavia The U.S. Army White Sands Missile Range Environment and Safety Directorate (WS-ES) recently implemented Nobility EM for NEPA compliance planning and implementation. Nobility EM allows proponents of proposed missile, rocket, and other test, training, and other activities on the range and range support personnel to enter project information into the system. The system quickly generates a list of potential impacts by querying ArcView GIS shapefiles and a knowledge base of regulatory requirements, impact rules, and range-accepted mitigation measures or best management practices. The outputs are autogenerated map layouts and customized HTML reports for easy review and analysis. This paper discusses how Nobility EM improves the speed, quality, and consistency of the NEPA compliance process at WSMR. Heather Alexander Nobility Environmental Software Systems, Inc.
