AbstractUsing ArcView to Harness Growth and Accomplish the Community Track: State and Local Government Author(s): Steven B. Mullen Lyon's citizens believe that a clear vision for the future, in the form of our comprehensive plan, is the very best possible means of arriving at a future of our own choosing. However, public investment, as with all small towns, is very low and limited to necessities, thus creating the need to harness private sector development and redevelopment to accomplish the community agenda. Lyon's GIS system evaluates proposed development for a host of community performance indicators that include environmental, social, and economic indexes. In this way, developers are acutely aware of the implications of design decisions and are thereby encouraged to add community amenities such as parks, trails, schools, transit, and community services.
