AbstractUsing GIS to Create Tax Assessment Districts Track: Cadastral and Land Records Author(s): Sharlene Hoefer, William Kaftan After the "Right to Vote on Taxes Initiative" (Proposition 218) passed in 1997, Riverside County, California, utilized its GIS to comply with the new legislation. A new process to assess individual property owners with their share of Assessment District Services costs based on the degree of benefit they received from the service was necessary. Each assessment is based on the parcel's characteristics and its relationship to other GIS layers. This paper outlines how the ballots are created, distributed, voted on, and tabulated; how the assessments are calculated; and how the assessment database is updated and maintained.
