Paper  Development of a New Precipitation Effectiveness Index

This paper describes the methodology used to develop a Thornthwaite Precipitation-Effectiveness Index (PE) geospatial layer. The PE equation was originally published in 1931 and requires average monthly temperature and precipitation. This index is used extensively by the Natural Resources Conservation Service (NRCS) for soil and vegetation surveying, and other natural resource applications. Here, a gridded field of PE was developed from 4 km horizontal resolution gridded precipitation and temperature coverages derived using the Parameter-Elevation Regressions on Independent Slopes Model (PRISM) system at Oregon State University, in conjunction with the NRCS National Water and Climate Center and the National Cartographic and Geospatial Center.
