AbstractPlanning Healthy Communities: GIS Applications to Predict Violent Behavior Track: Law Enforcement and Criminal Justice Author(s): Katrina Baum, Frank Hafner Crime and how well properties are maintained are often leading indicators of the health of a community. The "broken windows" theory suggests that poorly maintained properties result in increased criminal activity. Data for criminal activity and property violations in the City of San Diego were analyzed using GIS tools to determine if property violations predict criminal activity. This paper describes the results of this analysis and how they can be used to deploy resources. The paper also discusses broader public safety implications and how integrating data from other public agencies might improve the usefulness of the predictive GIS models.
