The aim of Reigate & Banstead Borough Council is to make its wide variety of spatial data accessible and available to all staff and also to the public it serves. This to be accomplished with the minimum impact on resources and the full costs to be met from savings and efficiency gains. ArcView and MapExplorer (ArcExplorer) have been used to achieve 100 percent staff access and, in turn, this has spawned a move toward ArcIMS and ArcSDE to provide a total electronic data delivery across all channels. Intuitive interfaces and an understanding of user requirements has facilitated the 0 to 100 percent growth inside of 18 months and under budget.
