AbstractEstablishing Stormwater Utility User Fee Structures and Supporting Infrastructure Maintenance Using GIS Track: State and Local Government Author(s): Daniel H Feinberg, Fernando Pasquel, Laurens van der Tak Many municipalities face the challenge of building new and maintaining aging stormwater management infrastructure and must establish a reliable and fair source of funding to address infrastructure maintenance. Property owners are typically assessed fees based on their contribution to stormwater runoff, which, in turn, is based on the extent of impervious ground cover on each parcel. To support current and long-term performance goals for stormwater quantity and quality controls, it is critical to establish a clear understanding of the extent and condition of current stormwater facility assets and to develop a plan for management of those assets that balances proactive versus reactive maintenance activities. This presentation will discuss how GIS technology is used to support development of a defensible stormwater user fee structure. Techniques for assessing impervious areas and runoff characteristics, including establishment of equivalent residential units, assessment of current infrastructure condition, and measuring program success will be discussed. Use of Esri software, including ArcInfo, ArcView, and related technologies (Web GIS and GPS), will be addressed. Several stormwater utilities using Esri GIS technologies will be presented as case studies.
