Cadastral Mapping: Transitioning from "Digital Hard Copy" to GIS

Numerous municipalities have made the change from paper maps to computer maps. Many of them have not made a transition to GIS mapping; they've simply created "digital hard-copy" maps. This paper presents a real-world case study of the issues and complexities involved in helping mapping agencies make the transition to a complete GIS mapping system. The paper looks at how the Collier County Property Appraiser's Office is transforming itself by operating in a partnership with its consultant. Using custom and OTS software, CCPA's GIS enhances the delivery of information and service to its constituents.
