Public/Private Partnerships: The Promise Beyond the Hype

"Reinventing government" seems to be the rallying cry for fixing everything that is wrong with government. Private companies are seen as an important part of this process. The idea is both simple and elegant: transfer the efficiencies private companies craft from competing in the competitive marketplace to government programs and processes. This paper details Geographic Data Technology's efforts over the last year to transform its business with state and local governments from a traditional vendor–client relationship to a more cooperative model based on partnerships.
