AbstractUsing GIS to Evaluate U.S. Census 2000 Counts Track: Census Author(s): Priti Mathur, Michael J. Batutis, Gretchen A. Stiers Publishing the Census 2000 numbers at the Census Bureau is a very involved process. The initial counts go through several reviews from officials within the Bureau and from state representatives who have partnered with the Census Bureau. The numbers are compared with the census estimates, 1990 Census, and independent data sources. While Census 2000 is all about demographic numbers, these numbers are tabulated by geographic boundaries such as blocks, census tracts, counties, and states. Arcbridge Consulting developed a Web-based Intranet interface and an ArcView-based interface to allow users to view the 2000 data and the comparison tables and then view those records that were above or below the defined thresholds of change. These records, called outliers, can then be seen in a tabular format as well as on a map. GIS technology was used for the very first time in the count review process to identify and explain outliers based on their geographic locations. This paper will describe the process, the challenges, and the effective use of GIS in evaluating the Census 2000 figures.
