AbstractGIS in the Assessment of Urban Blight in Northern California Track: State and Local Government Author(s): Kathryn Gillespie Through the use of handheld computers and GIS, the evaluation of urban blight has been taken to new heights. Data collected during field surveys of urban communities in Northern California, which have traditionally been recorded via paper data entry, has now been instantaneously converted into digital form. This hassle-free method has not only reduced data entry time and cleanup by 75 percent, but it also has allowed for more accurate tabulations. The digital data files are then transferred into ArcView GIS 3.2. These procedures have helped assist economists and planners in assessing blight, initiating redevelopment plans that attempt to mitigate poor physical urban conditions. Additionally, digital images of every parcel have been obtained and linked with a GIS database so that planners can immediately detect and troubleshoot possible data entry errors. These images will become a resource for the county assessor's staff. All handheld devices utilize the Windows CE operating system and ArcExplorer.
