How to Measure Success? An Analysis of Baltimore's Urban Policy

The implementation of various federal, state, and local programs within the City of Baltimore has fostered hope for rejuvenated neighborhoods and local businesses within some of the City's poorest sections. Today, many of the programs are entering a period of time where many have expected results but have seen few. This project is designed to develop a series of indicators to measure the achievement of these programs and to develop a hypothetical reporting system for use by planning agencies.
