This paper outlines a proposal of an Urban Development Master Plan supported on GIS technology–-a combination of geographic database and functionality dealing with physical and social urban infrastructure. In order to create a dynamic instrument of continuous analytical capabilities that follows all urban transformations, it was necessary to develop many applications and procedures for the use and maintenance of the data from various municipal departments. The paper describes the methodology and presents the use of this decision supporting tool in two municipal administrations: Rio Negro and União da Vitória.
