Geo-spatial Infrastructure in the Ukraine and Other Post-Soviet States
Track: Spatial Data Infrastructure

The history, current status and future prospects for development of geo-spatial data in the Ukraine and several other states of the Commonwealth of Independent States (CIS) will be presented. Emphasis will be on specific applications of Esri software and ArcGIS compatible data sets currently in use in a variety of applications in the CIS (the Republics of the Former Soviet Union). Work by the author researchers at Universities and firms in the Ukraine, in the Russian Federation and in the Baltic Republics will be highlighted. Problems and limitations in available vector and raster data will be discussed. Examples of successful applications in the environmental, water resources, public health, cadastral, tourism, civil engineering, and telecommunications spheres will be presented. In particular, the significant challenges facing GIS professionals in the states of the former Soviet Union will be recounted and the great potential for expanded use of GIS and related technologies will be assessed.
