Abstract
GIS and GPS for Hurricane Debris Removal in Miami, Florida Track: Disaster Management and Emergency Response Author(s): Regina Hagger, Michael Schmedt, Michael Schmedt As Hurricane Wilma made its course across South Florida in October 2005, the City of Miami contracted HDR to lead the effort to collect tree debris and document the results for submittal to FEMA for clean-up reimbursement. HDR, working with the City, created a collection process centered on a custom ArcPad application to collect information on trunk diameter of fallen trees, broken limb lengths and diameters, photographs, street addresses and location coordinates. In a coordinated team effort, field crews identified more than 7,000 locations where tree debris needed collection, which were then compiled by GIS office staff in a comprehensive debris database. Collection zone maps and Access reports derived from this database provided FEMA with all information needed, facilitating their workload and saving time. Because these reports provided a basis for the management system for the debris removal contractors, they also resulted in cost savings for the City.
