AbstractScenery Management without Borders Track: Parks and Natural Reserves Author(s): Patrick Peters Managing scenic resources has become a well-researched process by federal agencies like the US Forest Service (USFS). Scenic resources, however, are often not contained within an agency’s ownership boundaries, so how does one identify and manage scenic resources without ownership and without land use tools such as zoning? The Alabama Historical Commission (AHC) and the National Park Service (NPS) are creating a management plan for the Selma to Montgomery National Historic Trail, the site of the 1965 Voting Rights March. Most of the 54-mile stretch of US Highway 80 is in the hands of the original owners since the march. Plus, unincorporated areas have no regulatory framework for land use planning. However, with a GIS viewshed analysis to define the study area, scenery concepts from the USFS, and creative land use planning, the AHC and NPS are well on their way to protecting this important piece of American history.
