Utilization of GIS for U.S. Navy Missile Range Support
Defining Issue: Management of the complex issues involved in live firings, targeting, and performance monitoring of U.S. Navy missile assets in a large ocean target area can be extremely difficult. Compounding the complexity factor are elements not within the control of the Navy support team such as intruders to the operation area, weather, equipment malfunctions, and targeting/tracking of all assets in over-the-horizon scenarios.GIS Solution: High Technology Solutions, in association with NISE East Code 331 and Esri, has developed and implemented a PC-based method by which the Pacific Missile Range Facility (PMRF) can conduct scenario generation of missile firing evolutions. Changes to the element matrix involved in a missile firing, which are usually complex and time-consuming, can be made rapidly and accurately. This increases the safety factor associated with each exercise and allows PMRF to operate an expanded ocean targeting area at a higher level of efficiency.Methodology: The PMRF GIS model
allows PMRF personnel to develop scenarios dealing with a large number of assets, their associated attributes, and the interaction of any combination of those assets in a very short amount of time. This process, which prior to implementation of the model was generated manually, simulates the firing of missiles, the firing of interceptors, deployment of monitoring planes and ships, generation of aircraft tracts, aircraft redeployment based on outside factors, and the modifications of attributes associated with the various elements of the model.Software: This model uses PC ArcView Version 3.0, tailored scripts and an alpha version of 3D Analyst. Planned enhancements include C+ code generation in order to interface with other equipment at PMRF for live data feeds in an operational support environment. The purpose of this paper is to provide to other users insight into a unique implementation of a GIS solution for a defense-related issue.
