AbstractFlight Planning and Geo-Indexing Scanned (Digital) Aerial Photography: ArcView Applications Track: Forestry, Wildlife, and Fisheries Management Author(s): Vernon L. Thomas, Jim Ellenwood The U.S. Forest Service has long utilized aerial photography to locate, map, and monitor forest insects and diseases, and has developed new technology, called FLTPLAN, that greatly improves this process and gives new life to old technology. FLTPLAN couples high-resolution digital scans of aerial photography with GIS (ArcView GIS 3.2) to create an integrated/automated system that provides superior consistency, accuracy and speed. FLTPLAN provides mission planning, geoindexing, and archiving; creates flight lines and flying height requirements; calculates ground elevations; and estimates film roll requirements. FLTPLAN uses contextual data sets such as digital raster graphics, digital line graphs, and orthophoto quads. Vernon L.
